Green light for the Special Plan that will shape the future of the port of Ibiza

The Special Plan for the port of Ibiza has passed a new milestone in its official processing after its initial approval by the Governing Board of Vila City Council, once the submissions presented during the public consultation process of its previous version were incorporated, which involved substantial amendments to the document.

 

The Balearic Islands Port Authority (APB) has prioritised the processing of this urban planning instrument in recent years, pushing its technical development and maintaining close coordination with the various agencies involved, aware that its approval is essential to carry out a large part of the strategic investments planned for the port of Ibiza.

 

With this step, the Special Plan completes a key stage of its passage through the official procedures and is now sent to the General Directorate of Urban Harmonisation and Environmental Assessment of the Government of the Balearic Islands for the preparation of the corresponding strategic environmental report.

 

The final approval of the Special Plan, which must also include the required reports from Ibiza's Regional Government Body, the General Coastal Agency, the APB and State Ports, is fundamental for the development of the strategic actions set out in the APB's investment plan for the port of Ibiza.

 

More than 104 million euros for the port

The Balearic Islands Port Authority has drawn up an ambitious investment plan for the port of Ibiza, with a total budget allocation of €104.31 million for the period 2026–2029. This initiative represents a firm commitment to modernising infrastructure, improving transport links and moving towards a more sustainable and efficient port model that is better integrated with the city.

 

Among the most significant initiatives is the development of the Ibosim seafront promenade, conceived as a project that will transform the area and will involve public participation, as well as improvements to road access to the Botafoc area to reduce traffic congestion.

 

Work is also planned on the Botafoc breakwater and various quays, which is already underway, as well as the construction and upgrading of key elements of infrastructure such as the dry dock, new car parks and the future Ibiza–la Savina ferry terminal.

 

The investment programme also incorporates important actions aimed at environmental sustainability, including the implementation of OPS (Onshore Power Supply) systems, which will allow the supply of electrical energy to ships during their stay in port and significantly reduce air pollution and acoustic emissions. Similarly, the modernisation of basic utility networks, such as the drinking water supply network, is planned.

 

Taken together, these actions will strengthen the port's operational capacity, improve the quality of services provided, and contribute to greater port-city integration.

 

Timeline of the Special Plan

Work on the Special Plan for the port of Ibiza began in March 2018 through a technical commission made up of representatives from the Balearic Islands Port Authority and Ibiza City Council.

 

The first initial approval of the document took place in December 2023 and the second in May 2025. Following each of these milestones, the Plan was submitted to public consultation, incorporating modifications derived from the submissions to the proposed land use plan.

 

The initial approval now agreed constitutes the third agreement of this type within the procedure and allows the official process to continue by sending it to the regional environmental body to issued the Strategic Environmental Report, a step prior to obtaining the necessary sectoral reports and the final approval of the document.

 

Throughout this process, the APB has maintained the Special Plan as one of its strategic priorities for Ibiza, commissioning the necessary technical work to expedite its processing and to facilitate coordination between agencies. The entry of the document into its environmental phase represents a significant step forward in providing the port with the necessary urban planning framework to allow the planned investments to be carried out and to confidently address the challenges of mobility, sustainability and growth in the coming years.

 

The Special Plan constitutes the urban planning tool for ports of general interest to the State and aims to coordinate the powers of the various agencies over the port space, providing the necessary framework for the development of the projects that will define the future evolution of the port of Ibiza.

The Balearic Islands Port Authority (APB) presents new digital tools to strengthen sustainability and environmental management of the Balearic ports

The Balearic Islands Port Authority (APB) today presented new technological solutions aimed at improving the sustainability and environmental management of the Balearic Islands' ports of general interest during the event "Technology and innovation at the service of the environment". Held at the Palma Port Centre, it was attended by representatives of the port community, government agencies, partner companies and other stakeholders.

 

The purpose of the meeting was to publicise three initiatives promoted by the APB that incorporate digitalisation and innovation as tools to move forward towards a more efficient, transparent and environmentally-friendly port management: the PORTNET Circular Port project, the new Environmental Dashboard and the advances of the Port Community System.

 

The event is part of the APB's commitment to the continuous improvement of its environmental performance and is part of the actions promoted after the materiality process developed within the framework of its ESG (Environmental, Social and Governance) Strategy. This analysis revealed that port waste management, marine pollution prevention, and compliance with environmental regulations are some of the issues that raise the most interest among the port authority's stakeholders.

 

Furthermore, the results reflected a high rating of the environmental dimension and innovation as attributes that should define the actions of the APB, as well as a growing demand for information on environmental procedures and sustainability policies.

 

One of the projects highlighted during the day was PORTNET CircularPort, a pioneering initiative in Spain that uses blockchain technology to guarantee the traceability of MARPOL waste generated by ships from its collection to its final delivery to authorised waste managers. The system enables the digital recording and verification of each phase of the process, improving transparency, safety, and control of waste management in the port environment.

 

This project, developed in the ports managed by the APB in collaboration with Blueroom Innovation, is financed by the Spanish State Ports Authority through the PUERTOS 4.0 programme and represents a step towards circular economy models applied to the maritime-port sector.

 

The APB has also presented its new Environmental Dashboard, a tool that integrates information on wind and wave forecasts and allows the trajectory of possible spills in port waters to be simulated. Its implementation is in response to one of the main concerns expressed by citizens and users during the consultation process carried out by the APB, related to water pollution, spills and the cleaning of ports.

 

Thanks to this platform, port authorities will have more accurate information to anticipate risks and improve their response capability to environmental incidents, strengthening the protection of the marine environment.

 

During the meeting, the progress of the APB's Port Community System was also announced, the digital platform that will optimise port processes, facilitate the exchange of information between operators and move ahead in the progressive elimination of paper documentation.

 

With initiatives such as those presented today, the Balearic Islands Port Authority continues to promote a more sustainable, innovative and collaborative port community, aligned with the ecological and digital transition objectives that shape the future of the port system.

The Balearic Islands Port Authority, together with GDG Mallorca, holds monthly meetings on innovation and new technologies

The Port Centre of the Balearic Islands Port Authority will host a regular programme of technological activities organised by GDG Mallorca, a local community member of the international Google Developer Groups programme. The initiative will include two monthly meetings focused on innovation, artificial intelligence, technological development, and digital transformation.

 

With this programme, the Balearic Islands Port Authority continues to promote open spaces for dissemination, learning and knowledge exchange, fostering connections between professionals, companies, institutions, students and citizens interested in the impact of technology on society.

 

The meetings will cover technologies of the Google ecosystem and other relevant tools, platforms and trends within the international technology landscape. The programme will combine informative and practical content to bring innovation closer to different audiences and promote the exchange of experiences and knowledge.

 

GDG Mallorca will contribute the experience of its volunteer community and its ability to connect with technology experts, researchers, industry professionals, and speakers from this country and abroad. The planned activities include talks, workshops, study groups, practical sessions and other initiatives aimed at learning and getting up to date with technological developments.

 

The programme will place special emphasis on artificial intelligence and its practical applications in different areas, addressing issues related to productivity, innovation, digital services and the transformation of organisations and companies. Other areas to be covered include software development, cloud computing, data, cybersecurity, automation, user experience, and open innovation.

 

Beyond technological dissemination, the meetings will also serve to reflect on how new technologies can contribute to addressing challenges and opportunities that arise in the Balearic Islands, from sustainability and mobility to education, tourism, infrastructure management and the improvement of public services.

 

The regular holding of these activities will contribute to strengthening the local technological ecosystem and consolidating a reference space for continuous learning, knowledge exchange and the connection between local talent and global technological trends.
