Two cafeterias in the Port of Palma open for tender aimed at integrating the port and city

The Board of Directors of the Port Authority of the Balearic Islands (APB) has agreed to tender the management, through an administrative concession, of two establishments in the Port of Palma intended for use as bars, cafés and restaurants. One of them is at the end of the breakwater, at the beginning of the commercial docks, while the other is located on the promenade, at the mouth of the San Magín stream. 

 

The first one has a main building, an adjacent terrace and a garden area, with a total surface area of 1,000 square metres. The maximum duration of the concession will be six years, while the annual fee for occupying public port land is €134,000.

 

The initiative is temporary and will serve to ensure continuity of service while the APB develops the project to restore the historic Riba promenade, which will link the Mar park with the Riba lighthouse. This action is related to the internal redevelopment plan for the port of Palma. 

 

Urban integration

 

The second of the premises up for tender, located at the mouth of the San Magín stream, closed during the construction of the new seafront promenade. The objective of the tender is to renovate and reactivate this restaurant space so that it is fully integrated into the promenade, thus promoting the relationship between the port and the city.

 

It is a building with a terrace covering an area of more than seven hundred square metres. The concession period will be for a maximum of eighteen years. The company awarded the concession will be responsible for the investment required to demolish and rebuild the building, adapting it to the new design of the promenade.

 

The occupancy rate is set at €31,000 per year, to which improvements may be added.

 

Environmental commitment

 

The APB includes a strong environmental and sustainability focus in both tenders, in line with its strategy to reduce the environmental impact of its concessions. The successful bidders must submit energy efficiency plans to neutralise the carbon footprint of their activity, have quality certifications, and adhere to the United Nations Global Compact.

 

They are also required to implement waste management measures, use renewable energy, conduct annual energy audits and provide environmental training for staff, and must carry out environmental awareness-raising activities and collaborate with scientific research projects of an environmental nature in the area.

APB committed to promoting sport in the port of Maó

The Board of Directors of the Port Authority of the Balearic Islands (APB) has agreed, at its last meeting held yesterday in Palma, to open a public tender for the management of a nautical facility in the port of Maó, focused primarily on the promotion of the federated practice of sailing and canoeing. In this concession, APB rules out obtaining extra income from fees and, on the other hand, makes a commitment to ensuring the company awarded invests in the promotion of sport.

 

APB will give the greatest weight to the offer that invests the most per year in sporting activities. The sports plan submitted by each tendering company must include initiative to promote amateur and federated sport. It should also specify the financial allocations earmarked for the promotion and practice of sport.

 

On the other hand, the annual occupancy fee for use of the public port domain will be a flat fee, ruling out the option of offering additional amounts to increase the income received by APB for the concession. With this change of approach, APB redirects the potential economic bequests that could be submitted by the bidding companies so that, instead of claiming them directly, the investment is allocated to the promotion of water sports. 

 

The concession, to be granted for a 30-year maximum, will cover a total area of more than 22,000 square metres, which can be extended to almost 29,000 metres, distributed between water and land. These are located on the Levante quay, between Punta des Rellotge and the Cala Figuera esplanade in the port of Maó.

 

Commitment to sport

 

The nautical facility will have to set up sailing and canoeing schools open to children, teens and adults, host competitions and create programmes for technical training and financial support for sportsmen and women, such as scholarships or aid for sportsmen and women for their results or travel purposes. It will also be obliged to promote educational, social and environmental activities, as well as to maintain an annual calendar of sporting events validated by regional and national federations.

 

Optionally, it may develop other initiatives and water sports, such as sport fishing or underwater activities. It will also have to encourage complementary educational, cultural and environmental programmes, as well as promote sailing clubs and the inclusive practice of nautical sports.

 

Likewise, it will be compulsory to make investments in both infrastructure and sports equipment during the first three years of the concession, with special attention to universal accessibility, energy efficiency and environmental sustainability, such as the installation of moorings adapted for electric recharging to encourage the gradual transformation of the fleet to more sustainable vessels.

 

The incorporation of renewable energies and materials with low ecological impact, as well as measures to improve marine biodiversity, will be taken into account in the tender.

 

The weighting between the investment committed in the project and the proposed years of concession will be considered when assessing the bids. However, as a novelty, and to avoid the deterioration of the infrastructure over the years, APB establishes a replacement investment by the nautical facility of at least two million euros in the renewal and improvement of port equipment from the 18th year of the concession.

 

Moorings of medium length and intended for traditional craft

 

The nautical facility shall offer a minimum number of 75 moorings for boats up to 8 metres in length, eight of which shall be reserved for lateen sailing boats, and a maximum of 20 percent for boats over 12 metres.

 

Existing users with basic vessels will have preferential rights in the new concession, provided that they meet the established requirements. The specifications establish maximum berthing rates, and in the evaluation of the bids, higher scores will be given to those that offer lower rates.

 

The project is part of APB's strategy to promote the social and sporting uses of ports of general interest, while guaranteeing the conservation of the public domain, the sustainability of its actions and compatibility with other port uses.

The APB brings forward to 1st November the opening of the barrier on the paseo de la Marina in the port of Ibiza

The Port Authority of the Balearic Islands (APB) is bringing forward to 1st November the opening of the access barrier to the Paseo de la Marina, in the port of Ibiza, allowing road traffic to pass. In this way, the APB is responding to the Ibiza City Council in order to facilitate mobility and parking during the low season for residents, traders and customers in this area of the port. The measure, which has been so successful in the last two years in which it has been applied, is brought forward by one month from the usual date.

 

Parking on the Paseo de la Marina will continue to be allowed 24 hours a day between eight in the morning and ten at night,with a two-hour maximum stay. The aim is to encourage vehicle rotation.

 

The spaces reserved for loading and unloading are also maintained from eight in the morning until five in the afternoon from Monday to Friday, and from eight in the morning until two in the afternoon on Saturdays, with the aim of bringing these hours into line with those of the rest of the municipal area.

 

The repetition of this initiative is in response to the good reception by citizens, residents and shopkeepers, and reaffirms the collaboration between the APB and Ibiza City Council to facilitate mobility and offer greater convenience during the winter months.
